I read things by people about how they 'took something off the 12v rail and put it on the 5V rail' (ninja fetus said he'd changed his fans over) i was wondering how you do this, is it something really simple and am i just being stupid?

Depends on what it is. Some devices need to be on the 12V rail, but others, mostly fans, can be put on the 5V rail. The idea is to reduce the speed, which reduces the noise. It's basically just a little rewiring of the fan, so it's fairly simple. It's not something I've done, but when you're changing a couple of wires around, it's pretty easy.
