CPU Voltage and Multiplier changing

    Hey there, first time poster so I'll try to include all I can about my machine:
    CPU : Intel Core 2 Duo E6700
    MB: Abit AW9D - MAX
    RAM : 4 Gigs, not sure of type im not in front of my box right now
    HD: 2 WD 74g raptors and 1 WD 500gb not sure of model
    Graphics: Nvidia 6750gt 512mb ram
    BIOS is latest revision for my board
    Chipset Drivers up to date
    Power Supply - Not 100% but its around 550 or 600w, also I know is a reputable brand, I did my research when I bought it, possibly OCZ

    Here's the issue:
    I noticed the other day my computer PS fan was constantly speeding up and slowing down, this worried me and upon further inspection I realized my cpu was changing speeds, significantly, from around 2700mhz to 1700mhz! Now I was watching CPU-Z and HW Monitor and saw the actual voltage on my CPU is changing from around 1.33 to 1.21 and variables in between.
    Also, the multiplier on my clock was dropping from 10x to 6x (max to min) and back again. Now all of the other power rails are remaining stable, including the 24pin connector. The computer does run like this, but not sure how stable, I can't imagine if I did any heavy processor work that it would maintain any stability. I managed to get my hands on a temporary PSU to test if that in fact is the issue, which i'm betting on.
    But the reason for the post, I'm not 100% on this at all, and have never experienced anything like this before, so any input whatsoever would be greatly appreciated!

    Forgot to include, I went to BIOS and loaded fail-safe defaults which puts the speed at 2666mhz, so the overclocking was taken off, and was still having these same issues! And my whole system is hooked up to a very nice AV surge protector, bought it just for all the studio equipment thats connected to it. Thanks again!

    It sounds like there's some clock throttling involved here.

    Do you know what kind of temperatures you have? If it gets too hot, the motherboard may be automatically throttling the CPU down.
    Another possibility along these lines is the motherboard throttling down the CPU when it's not being used that heavily. These options can be found in BIOS, so you can disable them. Off-hand, I'm not exactly sure where they'd be, but most likely under the Advanced CMOS Configuration if I were to guess.

    The temperatures are staying consistently around 42 - 45 C so it should be fine. I'll check into some of ABIT's board features, but I don't think that's the problem because I loaded the factory optimized settings, and before I was having this problem it kept it at a constant MHZ/multiplier. So this is not a power supply issue then?
