Have an LTD 163 DVD and I am having problems with it. The Bios recognizes the drive, but Windows says the device is not present. Deleted it from device manager, ran refresh, device found, recognized the device properly, but after it loads the driver it says that device isn't present. I was successfully able to reflash the drive even though it was in this state. So tell me, is it bad hardware or crazy windows.

Is the drive IDE or SATA? Is it supposed to be Master or Slave?

I would start from ensuring the jumper at the back is set correctly.
Then try a different cable. Then if all fails I would try - Force ASPI
