E5400 Temperature question.

    Hello everyone and anyone who cared to check my post, I am new here and have a quick question. I recently upgraded my pc from a dreaded Pentium 4 to a dual core E5400 and a cheap ecs board ( yea ecs, all I could get my hands on quickly though ) G31T-M7 now my heatsink does not get hot, its actually at ambient temperature I reseated the heatsink thinking that could of been the issue but to my surprise it was not... Tried my old p4 on it and it started to warm up real fast... My temps on real temp are 38c on 1 core and 34 on the other ( the 38 one seems to never move unless I start stressing the cpu ) load temps reach around 62c. My ambient temps are in the low 30's but the core temps regardless stick to the same temperature. Am I looking at a faulty chip here?
