external hard disk cannot work

When i try to connect my external hard disk to my notebook, it show message "Device not ready". I've try on my friend pc as well, same error message is showing. Anyone know how to solve this? Please teach me?? I've backup many data inside that, it i can't open it.. it will be a BIG issue to me. :'(
 
anyone who know how to solve this... please help me....
I've try on Disk Managerment, it show not initialize, but when i click on initialize, it prompt out "Device not ready"
