Fan is running wide open

I have an old emachine that had the processor go bad. In the quest to make a cheap repair as opposed to buying a new computer I have replaced the power supply, the motherboard (I was convinced this was the problem since it had 4 domed capacitors on it), and finally the processor. (I guess it's not an emachine any more is it?:P ) Things are back up and running now and everything works fine except for the CPU fan. It is running wide open. Somewhere around 5600+ rpm. The good news is that the processor is real cool....about 38C at idle. This is the original fan that came with the machine. I guess I have two questions. First how long can the fan run at this speed without coming apart? I fear that it will burn out the bearings and in the process ruin the processor. And second how can I slow it down? With the old system the fan would ramp up to this speed for about 30 seconds when you first started the computer but would then slow down.

My new board is a Biostar GeForce 6100-M9 with an AMD Athlon 64 3500+ processor. The board is supposed to support the AMD Cool'n' Quiet feature which is supposed to adjust the fan speed based on processor temp. It is enabled in the system setup and I have the latest driver from AMD but I can't tell that it is working. I can see the fan RPM and the processor temp but cannot adjust the speed. Besides the Cool'n' Quiet feature I have also tried a little program called SpeedFan. Again it can see the RPM of both the processor fan and the case fan but cannot adjust the speed.

Any thoughts would be greatly appreciated.

So you replaced the Motherboard and processor ,but not the heat shield and fan..Is this right ? If you invest to buy a new MO and processor,Then you should of got a new fan as well. If this is the old fan,This could be the problem from the old motherboard.. Buy and new heat shield and fan to be on the safe side..

Did you replace the thermal compound when you changed the processor. Because if the fan is running at 5600 rpms all the time 38C is not all that cool.

Thanks for the advice. I have a Zalman CNPS7000B-AlCu coming. Hopefully it will do the trick.

Yes I did replace the compound. Now that I've done more research I've started thinking that's a little warm too....especially at idle.
