Goofy split screen video issues

    Whenever I start up a game on my PC (currently FEAR, but most all games cause this), the picture on the monitor slowly slides up towards the top of the screen, cutting off about an inch of the top, and moving that inch of the top down to the bottom of the screen - seperating the top of the screen (now at the bottom) with the rest of the screen (now at the top) with a one inch black line that goes the whole way across the monitor. Whew, run on sentence anyone?

    If you move the cursor to the top of the screen, it disappears from the top and now moves to the bottom (which is REALLY the very top of the screen since it split and rearranged itself). Funny thing is, I tried to take a screen shot of this since I knew my description would be confusing - but the screen shot comes out perfectly normal!

    This just drives me nuts, I have no idea why it does this. I JUST built a new PC 2 days ago and put a brand spankin' new nVidia EVGA 8800 card in it. My old video card did the same thing though. Clearly since I'm now using a different mobo and video card, it can't be a hardware issue there. I'm thinking it may be the monitor but I don't know what would cause that or how to fix it. I have no display issues any other time with anything else. I have a 19" Acer LCD (had it for about 2 years now).

    This only happens if I've been on the PC for a while before starting up a game. If I restart the PC and load up the game again, everything works fine.

    I'm not having any sort of overheating issues either.

    Any ideas, guys?
