Having trouble booting up after installing new hardware.

    My friend just recently installed a new video card and PSU for me.But ever since then Ive been having problems rebooting up.I never had these problems before installing the new hardware.When i reboot I sometimes I get a sound from the case like it's trying to read something,then I get two short beep's.After getting that far,when booting up the mouse light doesnt come on and my monitor doesnt work,I get a black screen on my monitor and it doesnt load to windows.Sometimes I am able to get to the BIOS.Under that Item Specific Help it says "During the last boot up,your system hung up for an improper CPU speed.." and so on.My CPU setting's in the BIOS seem to look right.Anyone know what is causing the problems with booting up?Thanks.

    Its a Hardware conflict, can you remove the new video card and use the old one to test it. You can get into allot of problems (sometimes) when you changes things around..
