HD 4670 cycling on and off, no video ...

    Hi guys, I am getting desperate and though to see if I could get some help here.
    bought and installed a new VisionTek HD 4670 card with 1 GB of DDR3 RAM about 6 months ago (PCI Express x16) and upgraded the PSU to 650W model to go along with it. It all ran well until about 2 weeks ago - I came home to find out the computer was on, but no video.

    I took out the card and switched to onboard video, and it all came back. I thought the card went bad, so I went to Best Buy and bought NVIDIA 9800 GT with 512Mb DDR2 ram. Installed in the PCI slot, and no video again! So, I concluded it was not HD 4670 that was at fault.

    Now, here is a clue (I hope). When either card is plugged in, the card fans make on / off sounds (both cards) - the fan starts and then stops, starts then stops, on and on ...

    I thought, since I changed the PSU to 650W, that perhaps it was not supplying the correct V / A to the Mobo. So, I replaced it with another PSU ...but, no change.

    Here is my question: Is my Motherboard PCI Express slot gone bad? Is there anything else that could be causing the issue? Drivers? Bios? I don't know ...

    The computer vitals to go along:

    HP Pavillion A6400 series
    Vista 64-bit
    Intel Pentium 2.2 G dual core
    4 MB of RAM
    Belkin Wireless Card (I installed it)
    Onboard video - (disabled when PCI graphics in use)
