You need to give us the Make and Model of the motherboard you want us to help you with. There's definitely something wrong with JPanel.

i think you probably dont have the power switch plugged into the right pins.
if its not in the exact spot it needs to be the power button wont work.
as cube says, we need to know what make and model your motherboard is in order to check the manual.
i'm sure your referring to what looks like this...

if your dying to know if your setup works, you cant take a phillips + screw driver and touch 2 different pins at a time to see if it comes on.
really all the power button does is short 2 pins when pressed. so the screw driver can act as the shorting mechanism to turn the system on.
make sure you dont touch anything else on the board except those group of pins which usually say FPANEL or PANEL etc..

Got it. Go here and wait for the online manual to load. Once it's loaded, jump to page 56. The picture shoes you exactly how you have to plug in the wires from your case onto the Panel.

ah well so much for the old fashion approach.
before jumperless configured motherboards yeah the manual was a must for setting bus speeds, freq, enabling/disabling stuff.
nowadays everythings so easy and controlled by the bios.
