WinRAR is only available as a command-line inteface in Linux. Ideally, you want to be using Ark, the KDE archiving tool.

Mandriva should have a package called unrar in it's repositories. It's a backend for RAR that will work in Ark

You can install software via executable binaries in Linux also, but usually they are called ".run" files, not ".exe" like in WIndows. But the typical way to install software is through your distribution's package manager, which is easier than installing software in Windows.

    Please read these:

    Installing software in GNU/Linux

    Installing software in Linux
    Installing software in GNU/Linux

Generally you do not download and install software like you do in windows. Your OS has a package manager for that purpose. If you cannot get what you are looking for in the package repositories then you will download and install from source which is very simple. Always go through your package manager first!!!

The package manager will tell you is your software is out of date, has security issues, etc but if you install from source then you are on your own.

Mandriva has an excellent package manager and you should get familiar with it.

EDIT: I forgot this one. Installing software in Mandriva
