Heres my problem. I'm using a software thats internet based, in order to use the software the ip address of that computer must be added. The ip address that comes up in the command prompt..I think thats the Static IP isn't the one I'm concern with. Its the ip address given by the ISP.

I added my ip address lets call it 46.132.34.143. If I was to turn off my computer or disconnect my router the ip address would change. However the first two "46.132." would stay the same. Should I have the first two numbers added and the other two 255 or 0 which would indicate any number in the next two brackets?

I hope I'm making myself this clear.

I think your problem is that you dont actually have a static IP address, if it changes each time your router re-connects then this is a practically a certainty, most ISP's will allow you to have a static IP, although in the UK at least it often will cost you, i'd contact your ISP to see what they offer.
 
Understood. I have another question. Some memebership sites only allow you to connect from one or two computers, if the ip address changes how do they know its not a different computer? How do they log the ip address?
