is it a virus or hardware?

every time i visit a new website or a go to a tab that was already open during a new session for the first time in that session i get this strange squiggling electronic sort of sound.

any idea what it is?

i've scanned with avira, dds tool, tdds killer, and malware bytes and have found nothing so far.
 
This can be a number of things, Are you in a city or out in the country ? Is it coming in from your speakers ? Every know and then I can hear text messages on my computer, it makes a little static noise just before the text come in..
 
it comes from the speakers, but it is not my phone. it happens on cue every single time i look at a web page i haven't looked at before during a browsing session.

i'm not in the city but not really in the country either.
