Is my PSU dead?

I have an Antec 1088AMG case that came with an Antec TruePower 2.0 480W PSU.
I have an Asus A8N-SLI Deluxe mobo installed.
(Machine is a self-build ~15months ago)
The machine has not given me any problems until today.

Earlier today there was a power cut and although I have a surge protecter, I don't own a UPS.

When the power came back on, my box refused to turn on.
I opened it up and saw that the System Power LED on the mobo was on, meaning that there is power coming from the PSU according to my mobo manual.

Unfortunately, when I press the power-on switch on the case, nothing happens.
I've disconnected and reconnected the power to the mobo, both connectors.
I've unplugged and re-plugged the power_soft_on switch connector to the mobo, still nothing.
Tried a new power cord and wall socket, just for kicks, still nothing.
I put a 2pin jumper switch across the power_soft_on switch on the mobo, thinking that I if it's the power switch, I could bypass it, still nothing.

I don't have any testing equipment, not even a multimeter.

I really need to use my machine for school, any help would be greatly appreciated.

Can you obtain a similar spec power supply (or higher) to try?
Are you sure the circuit you're on wasn't damaged?

You might also check to see if there's a user-serviceable fuse that can be replaced in the power supply. If so, check around for a replacement.
