Is This Graphics Card Compatible With My Current System Specs?

I was looking to upgrade my current hardware with the Radeon R9 270x.. however i'm a complete newbie and wanted to check I wasn't wasting my time.

I'm concerned if I have the correct board and power supply

That processor is very slow and motherboard only has x4 PCI Express slot. That video card should however be compatible.

What is power supply manufacturer and exact model?
 
The power supply is a corsair vs350 which I believe is 'budget-range' at best... all in all a weaksauce computer which I wanted to start beefing up.
I've seen the R9 270x needs 2x PCI-e pin connector to power, so is a 500w with this connector recommended?
