low end tv cards?

hey guys,

I'm thinking I want to add a tv card basically so I can watch tv. I'm looking to spend less than 40, not sure what video formats are good, or which card would be decent. I'm looking at a MSI for 29.99 which seems decent. Also I saw a Kworld card for like 27 bucks, and a leadtech xpert for like 38. Any suggestions would be good.

yea, looking to spend approximately 40dollars. I'm wondering if these inexpensive cards are just junk and are more problems than they're worth. All I'd want to do is be able to watch tv and maybe record.
