That's Mandriva's policy -- paying contributers get first dibs on new releases. If you already have an older version of Mandrake/Mandriva installed, you can currently upgrade to 2006 by using the '2006 community' mirrors and upgrading with urpmi. Otherwise you'll need a club membership. Alternately, you can wait for Mandriva 2006 to hit public mirrors or Linux CD vendors.
