PC2100 is rated for 266MHz operation, PC2700 for 333MHz operation, and PC3200 for 400MHz operation.
If you are getting or have a Via KT333 or KT400 chipset based motherboard or one that uses the upcoming nForce 2 or some of the latest Pentium 4 chipsets, PC3200 would not be a bad idea. Also, if you want to overclock, especially with the P4, you'll want the fastest thing you can buy, which would be PC3200.
However, the PC2700 stuff is about at the sweet spot.

Depending on your OS, 256MB will work fine. If you run Windows 98 or ME (or earlier) that's about the max you want to run. If you put in 512MB or more, you'll have to reconfigure a line in a system configuration. If you're running Windowns 2000 or XP, 512MB would be a very wise decision.
