Filter>>Render Clouds

Filter>>Pixelate>>Mezzotint>>Long Strokes

Filter>>Blur>>Radial Blur>>100%, Zoom, Best.

Filter>>Blur>>Radial Blur>>100%, Zoom, Best.

Filter>>Twirl>>100% - 150%

Duplicate layer.

Flip it horizontally, blending to Lighten.

Merge Layers, then colourise them.

Duplicate layer, blending to lighten. Flip horizontally and vertically.

Colourise again.
