Yes, they do. As far as implementation, at this point, it looks like it's up to the motherboard manufacturer to implement it. From the way it looks, it's a hardware thing, but I could be wrong. The P35 has just come out recently, and I haven't read up on the full thing yet.
the board cannot have any pci-exp 2.0 update by flashing flashing is just for optimising performance, not for changing physical abilities if you flash your bios now it will only work more effective there is not too many pci express 2.0 cards now so it's no use that you think of them
