PC Running Games Really Fast??

Yesterday my PC was running Rome Total War much faster than it should have been (according to my brother).

Today we installed Vice City, and it flew through the introduction bit, and then when free-roaming everything was about 5 times quicker than it should have been. I have checked and frame limiting is switched on.

I did a search on the internet, and someone suggested turning AMD Cool 'n' Quiet off, but ours is already off.

The PC is an Athlon X2 6000, 2GB Ram and 2x 8600GT's in SLi.

When we rebooted the games ran at normal speed. Any suggestions what is causing them to speed up? Thanks, Thomas
 
as well as keeping cool and quitet disabled in bios it may be possible that your cpu is throttling (slowing down when it reaches a certain temp)

disable throttling in bios and enter windows, monitor your temperature and play your games.

also check your ram or other programs that may be using up your cpu, it would be a good idea to check your cpu performance in task manager for idle cpu time and enough ram before you enter the game

failing that your quality settings may have been set to lower quality on that particular time (like 'safe mode' that COD does when a failed shut down of the game occures) - it puts the quality back to normal when you exit and re-enter the game again
 
Surely if the CPU was throttling then the game would be slower??

The quality of the game is on full, and it's still doing it (only on Vice City now though).
