The Athlons these days put out less heat than their Pentium counterparts and perform better.

Both are equally compatible with programs and will both run them equally stable. They both are based on the x86 architecture, so certain design aspects must be adheared to.

The Athlon 64 has an on die memory controller, while the P4 uses the North bridge memory controller for RAM access so memory performance is better with the Athlon.

Most, no. I know Enermax EG375-VE (370W) and Fortron's AX400-PN (400W) have excellent amperages on the 12V rails, but a lot of the 400W's out there are generally something I wouldn't be pairing with an A64 or LGA775 system. Mainly, they've got a single 18A (and sometimes less) 12V rail. I've got a link detailing this out in my sig. I've got a 330W Antec running my S754 A64 3000+ rig, but it has 22A on the 12V rail. You need to understand that wattage doesn't mean a whole lot, but if you're going to throw just a general 400W, I'd say no simply because a lot of 400W'ers out there aren't much more or any gruntier than a lot of 300-350W units.
