Private ISP?

Just wondering, how would one would go on setting up their own ISP? Lol, thought of this when Rogers started throttling bittorrent. Anyways, so how would it be done and what hardware would youm need? Dont plan on actually doing it, but just wondering how it could be done. Im pretty much a n00b in networking, so english plz :x:

ISPs receive their connection to the internet by a network service provider (NSP). These provide the actual backbone fibre optic networks to the internet. One the biggest of these are AT&T, which provide the pipes for the USA, they're not the only ones however. However, how this is done for ISPs I don't know. Can't be cheap though.
