Insert the installation CD and then when you get to this menu:

    - To setup Windows XP now, press ENTER.
    - To repair a Windows XP installation using Recovery Console, press R.
    - To quit Setup without installing Windows XP, press F3

Select the first option. The set-up CD will then look for existing installations. When it finds it, select to repair (R)

This should hopefully write the missing file.
