You can scale it to a lower resolution and use a high compression codec. The best are JPEG or PNG, depending on the image type.

Well, you'll need some good some photo editing software. Ifranview might actually do it for you. If not, well, it's good software to have anyway. Then there's always GIMP for Windows, although it might be tricky to install. First, you have to resize the image. For instance, if the image was 1600x1200, you could scale it down to 800x600 and it would be fine for purposes like email (although to print you'd want the higher res one). Next save it as a .jpg. The higher quality compression you use, the better the final product will look, but the larger in filesize. The reverse is also true.
