is there any software that can tell you the speed of the cpu fan, the temperature of the cpu, and also speed the cpu fan up to its maximum possible speed (100%)?

Easytune 4 is a good software that can control the speed of your cpu fan. and it is quite a good overclocking software too. ;) but not sure if it will work on your motherboard, it was meant for gigabyte mobos.

here a link for it http://www.hw-vault.com/files/scheda_58,0.html

it in different lauguage could nt find any other website with it on

found some more some llinks on this page and it an updated version of easytune

You may have to see if there's an option for the CPU fan to be automatically controlled through BIOS. There's also the possibility that your motherboard doesn't support software controlled CPU fan throttling, and you'll likely have to see about obtaining a fanbus to do this.

A controller that fits in the 5 1/4" or 3 1/2" bay to controll fan speeds!
You can get instructions on how to make one Here

You could get a fan speed controller, such as the Aerocool GateWatch or any other type, they can be fairly inexpensive and the ones with variable resistors (just a rotating knob from the outside) alter fan speeds immediately whereas the GateWatch does it over a period of time, gradually lowering the fan speed over the course of about 2 minutes. The GateWatch is more expensive (about £25) but can control volume from soundcard, gives temperature readings and has a big LCD display (takes up 2 5.25" drive bays though)
You could also look into a fan controller that uses a backplate with a 3 way switch or something.
    Backplate FanSpeed Adjuster
    Coolermaster Controllers
    GateWatch
    Variable Resistor type fan controller
