Laws in the US and EU are quite different. It is only natural that the outlook towards privacy / data handling, of a US based company company be different than that of the rest of the world, especially Europe. Well, Europe sues, Facebook looses, Facebook pays fine, Facebook complies with European laws. It's that simple.
