I had this problem once, well simliar.

Does the motherboard have Intergrated Graphics? Also, when browsing the web, is sites really like choppy, and scrolling very slow?

He says at startup, and he has problems running video, surely that means windows will load, and from the description it sounds like there is intergrated graphics on the motherboard, and they havent been disabled in windows properly.

But in case he did mean at all, check that the Power connector is plugged into the graphics card and that it is properly seated in the PCI-E slot. I was going to say maybe its an issue with the power supply, but i can see he has a really nice Power supply there :)

It's fine I fixed it. It seemed it was just that the power connector was loose and didn't notice it. sorry for taking so long to reply so tired I had to return some stuff at fry's electronics and with the whole after thanksgiving sale it was a mess lol.

It can't have been integrated graphics since his motherboard doesn't have any.
