Imagine paparazzis equiped with such drones and celebs armed with surface to air missiles :P. Jokes aside, some things should have limited use. And such drones definitely should have tightly controlled use. We allready have cameras at every street corner, somewhat mitigated by the fact they are controlled by the police, now we'll have every stalker playing with a drone. Bad bad bad!
