Which CPU/Motherboard Combo is best for performance?

    I'm building a system for my sister. I'm in a bind because I'm not sure which motherboard/cpu combo would be best for what she would need. She's not much of a gamer, but she does play The Sims, and other games like that. Other than that she uses the computer for basic usages.
    So I'm trying to get a good package that will allow her to play her sims games with good quality play.

    My choices are:
    Motherboard 1: PCPartner RX480AK9-A58X ATI Radeon Xpress 200P Socket 939
    CPU 1: AMD Athlon 64 3800+ 2.4GHz 2000FSB CPU & Fan/Heatsink
    Price: $145

    Motherboard 2: Chaintech SK8T800 Socket754/FSB 1600/A&L/
    CPU 2: AMD Sempron 3100+ processor (1.8GHz)
    Price: $160

    Motherboard 3: Abit SG-80DC Motherboard
    CPU 3: Intel Pentium4 524 3.06GHz 533 MHz
    Price: $165

    I'd rather go with the cheapest, but I want the one that will give the better performance.
