win95 error

i was just installing 95 and an error message came up on first boot (after POST) the message is: initialising device IOS, at which point it freezes, and tells me to reboot, tried a BIOS reset and disabled everything in BIOS that could be incompatable with 95, btw it is a clean install on a blank partition

EDIT: it's using FAT16, i know it's not a hardware problem cos 98 Me & XPh SP2 all work fine
i think it could be the HDD controler is not compatable with 95

after scouring MS.COM and searching net, i discovered that win95 is incompatible with DVD-RW or DVD-ROM or both, i think what i need are the DOS drivers for the drives
DVD-ROM: HL-DT-ST (LG labeled but generic)
DVD-RW: Lite-ON LDW-811S

will keep searching, will also accept any help
