IMO, if you're building a desktop, don't get a 5400rpm drive. They're too slow. Either get a 7200rpm, or 10000rpm.

Have you tried reinstalling drivers for it? This fixed my problem. Though from the sounds of it, it sounds like a broken port. Good luck :D
