One of the best is Passware Password recovery kit. Zip passwords can be easly recovered, Rar passwords not (would take about a few weeks to recover)
I would recommend an Intel Core 2 Duo CPU. And if you really got some extra money, you might consider the Intel Core 2 Duo extreme.
