you mean a clicking sound when the HDD starts? It does sound like the HDD could be busted, though to make sure you could try it in another PC.
strange, how about leaving only the basic components in e.g. RAM, video and disconnecting the HDD etc to see if if it hangs or not...
I think Intel Core 2 Duo will be the best choice at the moment, though it highly depend on what you plan to use the laptop for.
