I don't see a un/formated drive there, is it detected doing startup? is your other hard drive a SATA? also have you installed the SATA drivers?

you need to format it, go to Control Panel > Computer Management > Disk Management you should see a new unformated drive, simply format it....

Is the drive set as a master drive (on the secondary IDE channel)? Also try a different IDE cable to see if it helps.

I would suggest that you backup any important files and do a clean install of XP. Is it saying its missing files from the CD?
