However the computer will not now power up, checked all components were connected and the w/cooling is now removed and the original HSF is on again but just nothing is happening. The only reasons i can think are;
When i turn the psu switch from “on” to “off” i get a very slight buzz (only lasts for a seond max, this mean the psu is fried?
Anyway of testing psu (besides getting another one)?
What are the minimum components that can be installed just to get the pc to power on (to give me piece of mind?)?

It might be… when my PSU packed in, I did not get any noise at all. The CPU fan spun for one second and that was it. It did not give any warning either.
You could get a PSU tester. They are not very expensive and might prove usefull for the future.
As for starting the computer. Start it with no components at all. Obviously the CPU need to be in there and the h/s (try with the original). I do not beleive it is the CPU which have gone as most boards these days come with some sort of CPU protection. Anyway, with just the CPU in try and boot and see if it posts (beeps or any other indication the board is set to give). If it is still dead, it might be the PSU or the board itself. If it POSTs try and add another component and so forth.
Well, i have replaced the psu (i have got a hiper 580 watt sli ready modular psu), still no power thought, i habe tried replacing the hsf, but the clamp on the rear of the motherboard was removed and a different one stuck in okace to clamp the waterblock on and so cannot remove this. Have tried just running hsf (placed on cpu), just running hdd and one fan (sys fan - which is the front fan - right?!) and of course pugging 24 pin power and 12 v atx power in - but nothing! What can i check next? Do i have to replace the motherboard do you think?
It’s possible that the water cooling joints have leaked and may have spilled water onto your motherboard. But this rarely happens in water cooling scenarios as the water is de-ionized.
You should confirm this!

I forgot to mention in my reply that after realising that my PSU has had it, i went on to find out that my mobo was fried as well. It is not uncommon for the PSU to take other components down with it. It sounds like your MOBO has had enough… maybe?
Took water cooling out and connected all the old stuff back in. Tried original hsf and also tried starting it up with no components installed just cpu, mobo and psu. If 24 pin power connected on mobo is jiggled around then it will momentarily power up but only for a second and the fan on the psu/cpu will spin sluggishly. So i reckon that the mobo is fried so will try and get a replacment or am gonna buy this one
