Its a decent monitor, and 8ms should be sufficiently low, but there are lower response times.
Is the higher the ms the better?

No the lower the ms the better, ms = milliseconds (the response time) if it’s too high you get ‘ghosting’ where the last image hasn’t dissappeared by the time the new one has and the picture’s overlay…
Well the difference between 16ms and 4ms is pretty minimal, it’s really just different stages of perfectly fine.
Rosewill is fine but not exactly known for stellar products.

ok cool thanks ill take the ms into consideration i wasnt sure if it was better if it was a higher number or lower but now i got it
I’ve actually found that Hyundai is making some of the best LCD monitors right now.
