a few questions about upgrading

i got an older computer thats been laying around so i decidied i would get it upgraded and use it so

is it possible to slow a system down by getting a to advance card?

and for you with linux its a ati and i got opengl working but on some games it runs slower

i have a 400mhz process 192 ram
my old card was a nvidia gforce with 16mb ram
the new one is ati radeon 9250 128mb
 
im running xubuntu (ubuntu) i have fglrx working fine but its acting weird in the game actioncube (based on cube engine) opengl works wonderful but when playing regualr cube i barly pull 14 fps even though its the same engine ans actioncube is mostly just new textures and maps also the cube2 engine (i would really lik eto run this) used to run at ~40 fps on my old card now it starts at 17 then drops within a minute to 3 fps and clocks my system totaly so i have to restart via power button

any ideas on this could it be something with the cube and actioincube libs?
