ATI 9600 PRO Driver Issues

I am using the Cat 3.6 drivers, but whenever I install newer drivers I get a blank black screen after I reboot. I know SMARTGRT has to take a reboot to set itself to your system, but this is after infinte amounts of restarts. I use Driver Cleaner 2, I erase ATI from SP1.cab and Driver.cab and I erase all traces of ATI from my computer, and when I try and install 4.1, I get a blank screen when I install. I don't get it, I'm so frustrated, I am sticking with 3.6 right now, but I want to fix this,any help? Thank you.

2.6Ghz P4 HT
400 Mhz 512 Megs Corsair Platinum DDR Ram
120 Western Digital HD
ATI 9600 Pro (128 meg)
Windows XP Professional

It sounds like a problem with refresh rate to me. I find myself saying this all the time, but try using Omegadrive's drivers. He's added plenty of custom refresh rates and resolutions, as well as many other optimizations. His drivers tend to fix a lot of weird problems with stock ATI drivers, or help you to simply avoid them altogether. Just don't expect to get a good score with synthetic benchmarks while using Omega drivers; they're optimized strictly for games and practical usage.
