Ati HD3850 problems

hi all i bought a 3850 but its doesnt work very well my FPS on GW is 3-8 and everything else is unplayable and GPU-Z says that the GPU clock speed is 297 this is my spec Sempron 3000 socket 754 1GB of random sticks of DDR and a winfast 761GXK8MC motherboard can anyone help please:confused: :confused:

ive just ran rivatuner graphics subsystem diagnostics report and this also says that my core clock speed is 297MHz
