well here it is ive reinstalled endless amount of times :( but no luck any help would be apreceated

I've seen that horrible error too many times... Best bet is to ignore it!:P

Its caused because ATI catalyst drivers suck. You could always try some third party drivers out... see if that helps.. DHZero Point are normally quite good:

Are you using catalyst control center?

(By the way, if you want rid of the prompt, goto run, type msconfig, click startup, then disable any entry with the name "cli", and it should stop)

Go download and install Microsoft's .NET Framework 1.1 from Here.
This will solve your problem.
