Can A Damaged Motherboard Damage A Hard Drive ?

A couple of months ago the voltage regulator on my motherboard exploded on caught fire -not all of them only three- so I asked if it could be fixed and it was and currently it's working fine but sometimes it doesn't start the BIOS, just a black screen and apparently the guy who fixed it removed the burnt regulators and created a short circuit, so my question is can it cause problems to my hard drive.

It's possible that damaged motherboard could send too much voltage to HDD and so damage it.

Agreed. It is possible. No good comes when a capacitor dies. If you can handle a soldering iron proficiently, it could be worth your while to switch that puppy out. Otherwise, use your warranty if it's still good, or replace the motherboard.
