Can't get rid of language bar

Everytime my computer loads the language bar at the bottom shows up. I tried right clicking on my taskbar>Toolbars>(uncheck)Language Bar, but it would still load after restarting
Anybody know what the problem is?
 
Hmm..lemme see. I've been checking out the Control Panel for anything remotely useful...try some of these:

In "Taskbar and Start Menu" in the "Taskbar" tab, go to Customize and see what you can screw around with. Seems pretty useful in there. If that doesn't work:

Try going into Regional and Language Options. Then, go to the Languages tab and goto Details. From there, go to Advanced and try turning off Advanced Text Services. That might do it.
