Computer Wont Start Up.

If this isn't the correct forum for hardware tech support can someone redirect me to one?

Hi, about 3 nights ago I went to go cook something to eat. Came back to my computer and it was off. I tried to power it on and it lights up for like 2 seconds then powers off. My friend and I thought it was my power supply that died. But today I tested another friends borrowed psu and it does the same thing. Powers up for like 1 second then powers off. My friend came over again today and we tried pulling out the ram. It actually stayed on without powering off but made the usual beep sound indicating there is no ram in, we haven't tested other ram yet we will tomorrow. But what could possibly be the problem? On both psu's the motherboard lights up. I've had the computer since February 2009. I'm not 100% sure the psu is ruled out because the friend i borrowed it from said he took it out of a old computer he cant remember if it was working. What are some ways I can rule out the problem and find the faulty hardware. Almost all my warranties are expired now except, my video card and psu.

I actually got a new computer a while ago. But I gave this computer to my dad. Today I seemed to fix it, I just changed the cpu multiplier to 7. 6 is minimum and 9 is max, it was at max, 9. Now it starts and resets fine. But I have a question. I just randomly set the cpu multiplier in bios to 7. Is it supposed to be a specific number based off of my cpu? I don't want to ruin it. Can someone tell me what to set the cpu multiplier to in bios? Would it hurt it if i put it too low like 6 or kept it at 7? How do you figure out what to set the cpu multiplier to. Thanks!
