Dial-up won't disconnect from ISP

I fixed a computer that would not connect to the Dial-Up ISP. Now it won't disconnect without shutting off the PC. There is multiply users of this PC, so at first I though more than one user was looged on at the same time, but that was not the problem. This is the first time I have seen this problem. Any hints at to why this is. Shutting down the PC will disconnect from the ISP, of course, and it doesn't reconnect when you reboot, but after you connect to the ISP it won't disconnect withut shutting down the PC again. I was able to go to "Network Connections" and get it to disconnect, but the users are new to PCs and that is a complication for them.
 
I am replying to my own post to add facts. The operating system is XP with SP2. This PC had been operated on the Net without Anti-Virus software for some time. These people don't really understand what you get into when you buy a PC. They are still new to PCs but have had it for approx.6 years. The PC is a Dell 4100, Pentium 3 1000. Someone else added XP for them, but they heve ever defragged the hard drive. It was hard to get any progrms to run. Finally Defragg took almost 2 hours. (They didn't have the XP software disks, supposedly lost them. Reformating and a Fresh install would have been quicker.) To shorten this, there were 56 viruses and Trojan horses, many programs were infected. They used MSN explorer, I figured it was infected too, so it is gone now. I got them on my ISP, ever hear of Toast.net, you get to talk to live people. The web accelerator is included in the price. Toast is pretty quick until you want to download a large file, of course. I still think a program is corrupt or there is a setting somewhere I have missed. It has anti-virus etc now. If I find an answer, I'll post it.
 

I think the answer was obvious to this problem. The modem will disconnect if you go to "Network Connections" and use the right mouse button menu to disconnect, so I am putting a shortcut for "Network Connections" on the desktop to log on and off. The original problem will eventually work itself out of the system over time, I think/hope.
