I agree with Matt, there are way too many factors working at once here. Does he have the same setup as you? No, he's got different components across the board. Even if he had the same stuff it could be from a different fabrication date, you know how TCCD memory modules have an ideal fab date for max performance, it could work somewhat similarly with other components. Perhaps you're video card was an earlier model of the X800XT PE while his was a different brand and iteration. I'm sure you've looked at sites and noticed what looked like the same card listed several times. Sapphire does this a lot on Newegg but those cards are often slightly different from eachother in more ways than just color. They may have been a more recently fabricated and some of the processes have been tweaked ever so slightly so you get a ever so slighly different card. And while brand names don't really matter too much when it comes to buying a card some do overclock better than others. HIS, ASUS, EVGA, and MSI are among the better brands for this.
You're card is by no means bad or defective, there are just too many variables in this equation to blame it solely on the card.
When they say the X800XT/850 line is the fastest VPU out there they're probably either slow on the uptake or referring to ATI's offerings. By no means in the X line superior to nVidia's GTX. If it was nVidia would be in big trouble concidering it's GTX is 6 months newer almost. And the fact that they charge more for the 6800Ultra than the 7800GT is just stupid, what are they thinking?!
Ugh, yes I did hear about the GTO, so how is this so different from the X800SE and X800 Vanilla? Clockspeed is all I can see.

    whats an x800Vanilla?
    i would rather have a X800GTO than an X800SE.
    my card is an ASUS
my memory on the card is supposed ot be able to go up to 600mhz.

WOW, i overclocked the cpu 200mhz to 3.2ghz, put 540/565 oc on graphics card, (i always used this oc on the graphics cARD, LAST TIME I GOT 62,000), this time with cpu oc, i got 68,009, gpu score was boosted by cpu oc.
    gfx score: 10,368
    cpu score: 9,885
    avarage fps, 68.01fps
before cpu oc avarage fps was 62.01 fps.

Hey, on gta sa i notice that on a part, i have it at max settings, and it plays at 23fps in some parts, so what i did is stood still in a part that plays at 23fps, paused the game, fps was 79fps in menu, unpaused game, looked around, and it was going fast, but the fps went back down to like 23 fps, the frame limiter is not on too, as in some places it goes up to 40 then down to 30.

There's something wrong with your copy as there's no reason for this. Even a generic gig of ram could never bottle neck anything like this. Considering it looks about the same no matter what you do just turn things down and grin and bare it.

if i turn everyhitng to lowest, the fps only change by 3-5fps, i am not going to grin and bare it, its not right, parctically the worlds 4th best card, it shouldent be getting 25 fps in GTA SA, even you should know that, you say you get 40 fps in GTA SA, and you have a card thats no were nr as good as mine :\, and it seems like its 10 times better
