First off, Let me explain my issue, and add to this that I'm not someone who is new to system building, I have over 30 systems built, but am having trouble finding my issue, I think simply because I don't have the money/parts to throw at it testing each piece.

The Hardware:
Thermaltake Shark Case:
Dynex 430 Watt PSU
Asus P5N-E Sli Mainboard
Intel Core2Duo E5300 2.66GHZ/800MHZFSB
Patriot G-series PGS246400ELK Ram (5-5-5-12/2T at 1.9V)
EVGA Nvidia Geforce 8600 GT 256MB Videocard.
Onboard Realtek HD Audio
Nvidia built in LAN
Microsoft Windows XP Pro x64 Edition (This issue is present under ANY OS!)
1x 200GB Sata HDD
1x 160GB Sata HDD

The Issue: When I play games, my sound will "fuzz out" and make strange noises, the computer will "Freeze" but its not the computer, its ONLY the USB ports! IE the computer is still responsive (IE, If I'm playing a game, stuff is still happening, but I cant move my mouse or keyboard) it will come back on after a second or two, but it will happen constantly. I dont wanna just toss parts at it, and I dont have any systems left to borrow "test parts" from.

I have uploaed my CPU-Z Text log which will show software, voltages etc.

Anyone got ideas, Here is what I have done to correct the issue so far. (or try to!)

New Processor.
Mainboard was RMA'd to Asustek
Made sure mainboard isnt "case shorted"
Tried different OS's, all with up to date drivers.

does it only do it with games? any games or just 1 in particular? what about while playing a movie or listening to music?
have you got the most up to date drivers from asus's website?
maybe interrupt conflict?
are your irq settings in your bios set to auto or default?
did you check your event log for any errors or warnings?
if convenient try disabling the onboard sound and try a sound card.
 
I Do not see any active IRQ collisions, All drivers are up to date. I don't even see where to change IRQ's in bios aside from my Parallel port and serial port both of which are disabled already. Device event viewer shows only errors I know about, that I'm not sure are related to this at hand.

This happens mostly in games, and if I move the mouse faster it will freeze up more often.
 
Got a steal deal on a new Fermi core 465 videocard at newegg, and had to replace the power supply to run it. afterwards I realized the issue was gone, so I hooked it up to a neighbors power supply tester and the 5v line according to that was toast (putting out about 3 volts under load)
 
It wasnt until your post about IRQs that I looked and realized that my SATA controller, videocard and usb controllers all shared a connection..the +5v :) when i got the new card, i figured the videocard was toast or on the wrong irq :P
