Heatsink really hot

Is it normal for my graphics card's heatsinks to be untouchably hot?
The GPU reads stable temperatures in windows.

Yes it is normal, for me anyway (Radeon 9800 XT).

Just remember that room temp is only 20ish*C, whats it reading anyway?

For graphics card its normal. I can touch the CPU HS without it being unbearable, so that runs a bit cooler.

its normal, up to around 80-85 degrees C.
Above that, you know either something is going wrong, or that its time to buy a new gpu cooler.
