Help needed on my HP laptop

Recently my computer hard drive was corrupted and needed a recovery CD. Problem is, when i put the CD in and boot to it the screen just goes blue and stays that way. Or if Itry going into windows normally it goes black.

I would really like to fix this before leaving for the Air Force so any help is greatly appreciated.
 
Just goes blue? No letters or loading bar or anything?

Blue normally means that windows is loading...

Is your recovery CD damaged so computer is unable to read it?
