In a sense, formatting, particularly a quick format, doesn't erase the data, so much as ignores the data on the partition table(s). More advanced forms of wiping the drive include writing zeroes to the drive, sometimes multiple times. If you're really concerned about your data, do what the government does: write zeroes to it, then disassemble the drive and break the platters.
